A climate change agreement to foster sustainable growth in developing countries

It is common sense that developing countries need economic growth to fulfill the basic needs of their population. However, it is not clear how this growth can be achieved in an ecologically compatible way. The rich industrialized countries, may manage it by themselves and in low developed countries it is primarily a matter of framing, as industrialization is here still in the offing. The most problematic is the group of emerging nations, where industrialization is advanced to a medium level. Here, a conversion is costly, but the countries are mainly too poor to master it by themselves. The workshop deals with the question what a future climate change agreement should look like in order to foster a conversion towards an ecologically compatible growth path. Leaving aside, what donor countries are willing to afford, we will concentrate on the needs of emerging nations and formulate a draft agreement that meets the expectations of emerging countries. This unusual approach is part of a blockade running strategy as it finally reveals the real avoiders.
